Julia v1.7.0 has been released

Julia 1.6 is the new LTS (long-term support), instead of Julia 1.0 which is no longer maintained.

Switch to Julia 1.6.4 for LTS.

I hope that Diffractor.jl first release is not too far away: https://github.com/JuliaDiff/Diffractor.jl

It's no longer enough to "add IJulia", one actually does need to "build IJulia" for the new version to be added to Jupyter.

Otherwise, everything is running very smoothly and rapidly so far.
