Yes, so "defend the Constitution against all enemies, foreign and domestic" is the mood here...

(I have not paid much attention to these addresses since Bush times, his "axis of evil" in the 2002 address, and all that. But this one is in that spirit, quoting Ronald Reagan and all that.)
